With so many people on their maximum of their salary scales, and with no intention to increase salaries or salary scales, how can I keep these group of people motivated?

This is a very common situation. Its hard enough to keep people on max motivated in good times, what more in trying times such as these. One of the techniques that I use that seems to work, is to get people to think about what being on max means. What is simply means is that the person is being paid the most amount of money as compared to all others in that salary grade. As people come to realize that there is such a thing as “rate for the job,” the start to accept that being on Max is actually quite a good thing.
